Gadget has posted on this theme on a number of occasions. Problem is that somebody associates measurement with management and the Home Office see a paper and print opportunity.

Thanks for the link again. The paperwork situation is as bad as when I wrote that. As Presidential Candidate Mario Cuomo once wrote in USA, "The mugger is back on the streets before the police officer who arrested him"
